Assignment Title: Piloting of Needle and Syringe Exchange Program in Sierra Leone

Reference No. : GF/NAS/NACP/SER/04/2018

The National AIDS Secretariat received funding from Global Fund against HIV, Tuberculosis and Malaria (GFATM) as Principal Recipient (PR) to implement “Program Continuation Request (PCR)” which commenced in January 2018 and ends 31st December 2020. In collaboration with the Country Coordination Mechanism (CCM) of the Global Fund and its Sub Recipients (SRs), NAS is scaling up a prioritized National AIDS Response focused in six High Burden Districts and Key Populations as the most affected and infected by HIV. The current grant includes investment in HIV programs focussed on key populations including Female Sex Workers (FSW), men who have sex with men (MSM), and people who inject drugs (PWID). The Secretariat requires the services of a consultant to Pilot the Implementation of Needle and Syringe Exchange Program in Sierra Leone. The Secretariat intend to use part of the proceeds from the Global Fund grant for eligible payment for the execution of this activities.

The description (scope and output ) of the assignment include:

Scope:

Support PWID partner organisations in the pilot of the needle exchange programme in Western Rural and urban of Sierra Leone.

Identify and train a number of outreach workers, both men and women, who are experienced with community outreach work with PWID and who will interface with this key population where they live and use drugs.

Provide comprehensive range of easy to access services that include different models of NSP delivery, referrals to OST, voluntary HIV testing, diagnosing and treatment of STIs and HIV management including ART.

Conduct a feasibility assessment of providing a pilot needle and exchange program for 1000 PWID in Western Urban (Freetown) and Western Rural area for three years

Develop guidelines and procedures (operational manual) for the provision of safe sterile syringes and other injection equipment for PWID within the targeted community.

Expected Outputs and Deliverables:

To develop a concise plan, detailing activities to be accomplished for NSEP for PWID in urban areas;

To prepare a concise guidelines and procedures (operational manual) for the establishment and management of NSEP for PWID within the context of Sierra Leone prepared;

To conduct Training for Needle and Syringe Exchange Program for approximately 30 participants including program staff and PWID in Western Area.

To support PWID organisation in implementing a pilot programme in western area rural and urban.

To conduct community advocacy to promote the human rights of people who use drugs including commodities and services not funded.

To prepare the consultancy report on piloted NSEP

The Minimum Qualification and Experience Required:

At least a Master’s degree in medicine, public health, social sciences, Demography, Statistics, Epidemiology, Monitoring and Evaluation or any other related discipline

A minimum of 10 years demonstrated experience in the fields of HIV and injecting drug use, and harm reduction programs for the community of people who use drugs;

.Knowledge of the context of Sierra Leone

Demonstrated understanding of the Global Fund model and grant development processes

National Aids Secretariat now invites qualified individual to indicate their interest in providing the above Services. Interested Consultants should provide information (Curriculum Vitea (CV) with reference to similar services, experience in similar assignment and copies of certificates etc.) on their qualification and experience demonstrating their ability to undertake this assignment. that they have the required qualifications and relevant experience to perform the Services.

A short list of individual consultant will be established at the end of the request for expression of interest. The consultant on the shortlist will be assessed and evaluated based on the following criteria.

General qualification and suitability for the task 25%

Experience in the specific assignments 50%

Functional experience in Global Fund/ Inter. Org Grants implementation 10%

Language skill (English) 5%

Knowledge in the West Africa Region 10%

A Consultant will be selected in accordance with the procedure set forth in the Government of Sierra Leone Public Procurement Regulation and Manual (Use of Individual Consultant)
